AGARTALA | Dec 10, 2019: 

In view of the deteriorating law and order situation in Tripura, the state government on Tuesday has promulgated the provision of Section 5(2) of the Indian Telegraph Act, 1885, prohibiting all SMS messages, mobile internet, data service of all mobile service providers for the next 48 hours beginning from 2 pm on December 10 in the entire state of Tripura.
The suspension of the mobile services in the state came following reports of “rumours” being circulated through SMS and other social media platforms on “ethnic clashes” between the tribals and non-tribals in Manu and Kanchanpur areas.

Tripura DGP has reported that these rumours have created a violent situation in the area. “It has been noticed that SMS, whatsapp and social media platforms like Twitter, Facebook and youtube are being widely used for transmission of fake images and videos as well as text messages which have potential to incite violence in the state at a larger rate,” read the notification issued by the State Additional Secretary AK Bhattacharya here today.

“Whereas, such incidents have generated serious law and order situation prevailing in the state having threat to public safety and
therefore to prevent the misuse of the social media platforms to disturb the peace and tranquility of the state and for maintaining law and order situation, the government of Tripura has directed to promulgate the notification under the provision of Section 5(2) of the Indian Telegraph Act, 1885, to prohibit all SMS messages of all mobile service providers, mobile internet, data service of all mobile service providers for the next 48 hours beginning from 2 pm on December 10 in the state of Tripura.”
It further reads — This prohibition shall be applicable to press messages also and violation of this promulgation will be punishable under section 188 IPC and also under the relevant provisions of the Indian Telegraph Act, 1885 and the Temporary Suspension of Telecom Services (Public Emergency or Public Safety) Rules, 2017.

Union Home Minister Amit Shah speaks during the Winter Session of Parliament in Rajya Sabha, in New Delhi on Wednesday.

With Union home minister Amit Shah saying that the Centre will implement both the National Register of Citizens (NRC) and the Citizenship Amendment Bill (CAB) determinedly, the debate over the two interlinked issues is intensifying. While critics see both the NRC and CAB as part of the ruling BJP's Hindutva politics, the pattern of illegal infiltration over the decades offers a different position.

NRC backers feel that the Narendra Modi government is correcting a 'historical wrong' through the exercise. To them, the genesis of NRC is not in communal politics, but in the vote-bank politics of Congress regimes in the 1960s and 1970s, which compromised both the interests of indigenous people in Assam as well as national security. Congress politicians are accused of looking the other way when leaders of pan-Islamist movements were welcoming illegal Muslim settlers to Assam and helping them settle down.

However, observers feel that the home minister's assertion that the NRC exercise will be completed before the 2024 Lok Sabha election and all illegal settlers will be expelled from the country is in variance with the situation on the ground. A credible pan-India NRC exercise will require honest police and administrative officials on a wide scale so that the infiltrators are identified. That a high number of illegal migrants have managed to obtain crucial government identification documents, such as Aadhaar and voter cards, as well electricity and cooking gas connections, with the help of conniving officials shows how porous the system is. At the same time, feel the observers, scores of Hindu migrants from Bangladesh, who settled in Assam, did not get such assistance and landed in trouble during the NRC exercise in the state. The estimated 1.9 million people excluded from the NRC list include a high number of Hindus. This has prompted the Assam unit of the BJP to demand a fresh NRC in the state.

One view is that the BJP brought CAB to accommodate Hindu and other non-Muslim migrants who fled Bangladesh, Pakistan and Afghanistan due to religious persecution, as against Muslim migrants who infiltrated due to economic reasons. Proponents of this view claim pro-Muslim parties and organisations have launched a two-pronged attack to serve their constituency-on the one hand, criticise NRC in an attempt to prevent it from weeding out Muslim infiltrators, and on the other, build pressure on the Modi government to add Muslims to the list of refugees from Pakistan, Bangladesh and Afghanistan who will be eligible for Indian citizenship under CAB.

NRC and CAB backers say illegal Muslim settlers have been steadily expanding their footprint across the country. One unofficial estimate puts the number of Rohingya and Bangladeshi Muslims in Jammu alone at 50,000, their numbers having built up over the past decade with the blessings of local politicians, including some from the BJP. Another case is that of about 750 Rohingyas illicitly running a madrasa in Aligarh. They reportedly arrived in Delhi via Kolkata in 2012, and proceeded to Aligarh, where the Deoband network allegedly helped them settle down. "When Muslim migrants arrive from other countries, they are received by reception committees of local Islamic bodies and extended help to settle down," says Madhu Kishwar, women's activist and editor of Manushi magazine. "It's all part of a global Wahhabi network."

While implementing a countrywide NRC is fraught with political and logistical challenges, a flip side to the CAB controversy is that many Hindus in Bangladesh are finding themselves at the receiving end of taunts from locals Muslims, who are daring them to go and settle down in India. "The bill has put in a spot even Hindus who are well-settled in Bangladesh," says a social activist who did not want to be named.

 The Assamese-speaking population feels they will be outnumbered within their own state by the newly legalised the Bengali-speaking illegal Hindu and Muslim immigrants

 

The Union government is likely to introduce the Citizenship Amendment Bill, 2019 in Parliament today, one that has been a source of serious contention in the Northeast-especially Assam. The bill aims to provide Indian citizenship to Hindu, Sikh, Buddhist, Jain, Parsi and Christian refugees from Afghanistan, Bangladesh and Pakistan. A person belonging to any of faiths, who entered India on or before December 31, 2014, for having faced religious persecution in those three countries can apply for Indian citizenship. If the person can prove religious persecution, he or she will be granted citizenship by the government of India.

On principle, there is nothing wrong in giving shelter to refugees who have faced atrocities in any particular country, but some have raised their voices against excluding Muslims from this special provision. The government's counter is that Muslims are unlikely to face persecution in the three countries-Afghanistan, Pakistan and Bangladesh-as they are Muslim-dominated. Interestingly, the government makes no provision for Hindu refugees coming from Sri Lanka or the Rohingya people from Myanmar who follow Islam. Several BJP leaders have gone on record to say that the Rohingyas are a threat to national security and even Muslim-dominated countries such as Saudi Arabia are pushing them away. They have also pointed out that while there are several Muslim-dominated countries, there is only India for Hindus. These leaders also go out of their way to point out that the bill seeks to provide shelter not to Hindus only but five other religious groups, including Christians.

Taking note of the protests in the Northeast, the revised version of the bill has exempted certain areas in the region. It states: "Nothing in this section shall apply to tribal areas of Assam, Meghalaya, Mizoram or Tripura as included in the Sixth Schedule to the Constitution and the area covered under 'The Inter Line' notified under the Bengal Eastern Frontier Regulation, 1873." So, in effect, the bill excludes Arunachal Pradesh, Nagaland and Mizoram, almost the whole of Meghalaya, and parts of Assam and Tripura, but keeps all of Manipur under its ambit. The government is likely to announce some remedial measures for Manipur as well.

While these exemptions have calmed down other areas of Northeast, massive protests are going on in Assam, particularly in the Brahmaputra valley. In Assam, the Bodoland Territorial Area Districts, Karbi Anglong and Dima Hasao have been exempted from the purview of the bill, and the Bengali-dominated Barak Valley has welcomed the bill. Though the BJP has tried to hard sell the Bill in Brahmaputra valley, projecting it as a strategy to protect the Hindu identity of Assam against the influx of Muslims from Bangladesh, it failed to take into account the fear among the Hindu Bengalis in Assam.

When the British occupied Assam in 1826, they had Bangla-speakers coming in from West Bengal to do the clerical work. The Bangla-speakers convinced the British administration that Assamese was a distorted form of Bangla and eventually got Bangla imposed as the official language of Assam. The Assamese language gained its rightful place only in 1873 thanks to the intervention of the Baptist missionaries, but the insecurity of the Assamese people over the dominance of the Bangla language lingered. The Assamese fear that if Bangla-speaking illegal immigrants are granted citizenship, these immigrants may outnumber the locals, as it has happened in Tripura where Bengali-Hindu immigrants from East Bengal now dominate political power, pushing the original tribals to margins. It is why protests against the bill, headed by the royal scion of Tripura, Pradyot Manikya Debbarma, who represents the tribals of the state, have been going on in Tripura.

The linguistic data of the Census 2011 has also widened the already existing fault lines between the Assamese and Bengalis. According to it, the percentage of people speaking Assamese decreased from 58 per cent in 1991 to 48 per cent in 2011, while Bengali speakers in the state went up from 22 per cent to 30 per cent in the same period.

In Assam's Barak Valley, dominated by Bengali Hindus, Assamese is still not accepted as the state language. What has added to this fear are campaigns, such as 'Miyah Poetry' and 'Chalo Paltai'. A section of educated Muslims of immigrant origin, who are fluent in Assamese but speak a Bangla dialect-locally called Miyah-among themselves, have started writing poetry in that dialect. These poems talk about their pain of living as a suspect in the place where they were born. What's lost in this debate is the fact that Hafiz Ahmed, the most controversial among these poets, is the president of Char Chapori Sahitya Parishad, which has been promoting the Assamese language and literature among the residents of Assam's over 2,000 Char Chapori areas mostly populated by Miyah-speakers.
And if Miyah poets were not enough to add fire to the already volatile situation, Garga Chatterjee, an Assistant Professor at the Kolkata-based Indian Statistical Institute and TMC sympathiser, has apparently launched a campaign asking all Bangla-speaking people in Assam to write their mother tongue as Bangla in the next Census, so that together, all Bengalis can overthrow Assamese dominance in Assam. Ahmed, however, opposed this and also wrote against it in Assamese in an Assamese daily.

The Assamese fear that if Bengali Hindus and Bengali Muslims join hands, Bangla-speakers will easily outnumber Assamese-speaking people in the state. This has also been fuelled by some misleading facts spread by social media, for example, that more than one crore Hindu immigrants will come to India to take benefit of this bill. However, this bill provides relief only to those who have entered India on or before December 2014.

Ironically, the BJP increased its tally in the Lok Sabha by one seat in Assam, the epicentre of all protests against the bill. In contrast, the Asom Gana Parishad, which had quit the alliance with BJP in protest against the bill and had fought the Panchayat polls independently, lost heavily to the saffron party. Later, in the Lok Sabha polls 2019, the AGP could not win a single seat.

BJP leaders, such as Assam finance minister Himanta Biswa Sarma, use these electoral results to dismiss the massive street protests going on in Assam against the bill as the handiwork of a few vested interest groups. However, Assam has a history of mass emotional movements for protection of language and culture. This may be the beginning of another one.

The Lok Sabha passed a Bill, which seeks to provide Indian citizenship to non-Muslim refugees coming from Pakistan, Bangladesh and Afghanistan after facing religious persecution there, a little past midnight on Monday.

After over seven-hour-long debate, the Citizenship Amendment Bill 2019 was passed in the Lok Sabha with 311 members favouring it and 80 voting against it.

Several amendments brought by opposition members, including one by Shiv Sena MP, were defeated either by voice vote or by a division.

According to the proposed legislation, members of Hindu, Sikh, Buddhist, Jain, Parsi and Christian communities, who have come from Pakistan, Bangladesh and Afghanistan, till December 31, 2014 and facing religious persecution there, will not be treated as illegal immigrants and will be given Indian citizenship.

Prime Minister Narendra Modi on Monday night expressed delight over the passage of the Citizenship (Amendment) Bill in the Lok Sabha, saying the proposed law is in line with India's centuries old ethos of assimilation and belief in humanitarian values.
The Lok Sabha passed the Bill with 311 votes in favour and 80 against it a little past midnight after a debate that lasted more than seven hours.

"Delighted that the Lok Sabha has passed the Citizenship (Amendment) Bill, 2019 after a rich and extensive debate. I thank the various MPs and parties that supported the Bill. This Bill is in line with Indias centuries old ethos of assimilation and belief in humanitarian values," he tweeted.

Sitaram Yechury tweeted, "We reject this bill of Jinnah and Savarkar's dreams. It is unconstitutional, and divides our people. We will continue to fight against it in all possible forums."

  • The scholarship shall be awarded to the students who have secured not less than 60% marks or equivalent grade in the previous final examination and the annual income of whose parents/guardians from all sources does not exceed Rs. 1,00,000/- per annum.
  • The selection of LIC Scholar will be on the basis of merit and family background such as the percentage of marks in class 12th /10th and annual income of the family. Eligible Students having the lowest income shall be given preference in the ascending order.
  • The candidate should secure more than 55%marks in professional streams and 50% marks in graduation courses in Arts/ Science/ Commerce or equivalent grade in the previous final examination of the course for which scholarship is awarded, failing which the scholarship will be discontinued.

A day after a video of a Garo girl and her male friend being stripped and molested by some youths from Assam went viral on social media, Assam police have arrested three persons in connection with this moral policing case.

The incident apparently took place in the village of Hariguripara under Krishnai Police station in Assam a few days ago where the minor girl, reportedly from North Garo Hills, and her friend had gone to the village when they were accosted by a group of miscreants who not only beat up the girl and the boy but also outraged the modesty of the girl in question.

The girl, who is currently under the care of the CWC, had suffered mental trauma apart from the physical beatings she received.

“We have been informed that 3 persons have been arrested in the case from the Krishnai PS. I am also in constant touch with the DSP of Goalpara district on the matter,” said DSP Ravi Sangma, who along with policemen reached the PS to lodge a case on the matter, yesterday.

According to information received, the parents of the girl had gone to the Krishnai PS the previous day to the video going viral. However, as there was not much physical damage done, they decided not to lodge a case.

It was only after the video of the incident went viral that the parents understood the extent of the damage their child had gone through. A new case on the matter was then filed on the incident at Krishnai, leading to the arrest of the 3 persons.

“The matter is currently under investigation and there may be another 1 or 2 more persons involved in the matter,” added the DSP.

Meanwhile, rumours have been rife that the miscreants actually made the video viral on social media as they demanded money from the victims which the girl and boy were unable to pay. However, for now investigations have played down the rumours of the demand saying nothing of the sort had been made in the FIR.
